Üürilepingu alustamise aluseks on kohataotluse täitmine ning sellele tehtud kohapakkumise vastuvõtmine, mille põhjal sõlmitakse kahepoolselt allkirjastatud üürileping. Üürilepingu alustamise protseduur on sama, olenemata sellest, kas tegemist on esimese või mitmenda üürilepinguga.
